Planning Board

The Planning Board’s role is to ensure the proper adherence to the Zoning Ordinances as approved by the residents of the Town and in keeping with the Master Plan. The Planning Board creates and utilizes regulations and fees to guarantee fair and equitable treatment of residents and businesses. Reporting to the Board of Selectman, the Planning Board is comprised of elected residents who serve for three years.

The Planning Board works closely and openly with residents (applicants); the Zoning Coordinator; and the Board of Selectman to help make the approval process as seamless and easy as possible while maintaining the integrity of the Ordinances, Regulations and State mandates (as appropriate), all in an effort to keep the spirit of Springfield as outlined in the Master Plan.

PRIOR to engaging in the process, it is HIGHLY RECOMMENDED that you CONTACT the ZONING COORDINATOR who will be able to assist you by providing guidance and advice from concept through approval. The Zoning Coordinator’s objective is to make the process easier for you. Please reach out.

Following are the specific areas managed by the Planning Board with the appropriate procedures, instructions, forms and applications for each.

Annexation or Boundary Line Adjustment

The Planning Board has the responsibility to assist Applicants who wish to legally annex adjoining properties. The Planning Board will review and approve a mylar of Annexation or Boundary Agreement for recording at the Sullivan County Registry of Deeds.

Voluntary Merger of Lots

The Planning Board has the responsibility to assist property owners who wish to legally merge their adjoining properties. The Planning Board will review, approve, and record a voluntary merger with the Sullivan County Registry of Deeds

Driveway Construction or Alteration

The purpose of a Driveway Access Permit is to ensure that driveways meet safety standards for property owners and first responders, provide efficient access and egress, preserve road integrity, protect wetlands, control erosion, and prevent undue costs from inadequate design.

Conditional Use

Relief in the form of Conditional Use Approval for a planned “Nonconforming Structure or Use” of structure and use of the establishment which pre-dates the Town of Springfield Zoning Ordinance.

Subdivision

Relief in the form of Conditional Use Approval for a planned “Nonconforming Structure or Use” of structure and use of the establishment which pre-dates the Town of Springfield Zoning Ordinance.

Site Plan Review

The purpose of the Site Plan Review is to protect the public health and safety and welfare; to promote balanced growth; to promote the timing of development to prevent premature and uncoordinated development of land without the adequate provision of public services and facilities; to ensure sound site utilization; to avoid development that may result in negative environmental impacts; and to guide the character of development. Maintenance of existing property values will be a primary concern of the Planning Board. These regulations shall be used to assist in implementing the policies and achieving the goals and objectives of the Springfield Master Plan.

Short-Term Rentals

The Planning Board is created by the town meeting and is made up of residents of the town. The term of the Planning Board members is three years.

Duties:

  • Prepare and amend from time to time a Master Plan to guide the development of the town.
  • The sole authority to propose the adoption of a Zoning Ordinance of the first instance.
  • Review and approve Subdivisions
  • Review and approve Site Plans

  • Equitable Waiver: $100
  • Merger: $100
    • Abutter Notices (each): $10
    • Recording Fee: $12 1st page
      • each subsequent page: $4
